Screen recorder - Record while shutting down. need recommendation.?

I am looking for a screen recording program for the my laptop. It must be windows compatible and it can be any price. I have plenty of money. I want to be able to record as soon as pc boots and record while pc shuts down. Is this to much to ask? please do not vote for best answer, as i will Vote upon the best answer when received.
